The "Means Test" Is Income-Based, Not DTI-Based

Important: the federal bankruptcy means test (11 U.S.C. 707(b)) screens on income (6-month average vs. New Hampshire median), not DTI. So a New Hampshire household with 80% DTI but below-median income still qualifies for Chapter 7; a below-median DTI with above-median income might be pushed into Chapter 13.
